Qui peccat ebrius, luat sobrius - He who does wrong when drunk must be punished when sober. (

Does this mean that someone upon committing a crime (DUI even?) can escape the terrible blow of justice being administered, as long as this person manages to maintain a continuous state of drunkenness, or at the very least to do his/her best to become drunk once approached by law enforcement agents?
